Updated October 26, 2026. Based on CDC guidance dated October 22, 2026.
Traveling to or through the United States? A new Ebola-related attestation requirement starts in November, alongside existing restrictions affecting people who recently visited or transited through DRC, Uganda or South Sudan.
New attestation: effective November 3
For flights departing to the United States from November 3, 2026, at 11:59 p.m. EST, passengers must sign a declaration confirming they have not been in DRC during the preceding 21 days. This includes U.S. citizens, Green Card holders and passengers connecting through the United States. Airport transit in DRC counts, even without leaving the aircraft. Government-authorized exemptions are limited.
Airlines collect the declaration and must refuse boarding when it is missing, unless an exemption applies.
Read the CDC attestation order and access the official form.
Recent travel in DRC, Uganda or South Sudan
DRC: CDC says travelers, including U.S. citizens and nationals, generally cannot board U.S.-bound flights within 21 days of leaving DRC. Travel may resume on Day 22, subject to other requirements and any authorized exemption.
Uganda or South Sudan: Non-U.S. citizens and non-U.S. nationals, including Green Card holders, face a 21-day entry restriction after leaving either country. U.S. citizens and nationals who have not also been in DRC may return through Atlanta (ATL), New York–JFK or Washington–Dulles (IAD) for public health screening.
Airport stops count even when passengers remain aboard. A connection through another country does not remove the travel-history restriction.
These restrictions predate the new attestation. The foreign-national suspension was renewed on October 11 for 30 days; check for subsequent extensions before travel.
